A sports utility vehicle without a license plate number
that was flagged down, turned into a bloody shootout in Cavite.
It lead to the death of a HPG police officer,
Chief Master Sergeant Julius Arcalas of
the Cavite Highway Patrol Team and
Methusael Cebrian, one of the suspect
inside the Nissan Terra.

Methusael Cebrian, the gunman who killed the police officer
turned out to be the husband of an active Philippine Navy officer,
Navy Lt Senior Grade Janice Cebrian assigned at Sangley Point in Cavite.

Extensive investigation uncovered background records that
Methusael Cebrian was in the Philippine Military Academy
sometime in 2007 and 2008 but was dismissed.
Investigators confirmed that the 5.56 mm Bushmaster Rifle,
(which has the same firepower as an armalite)
of Methusael Cebrian has no permit.
Cebrian's companion driving the vehicle later identified as
Reymond Zuñiga, sped off and escaped, but later on surrendered
and currently under the custody of the Cavite City police.
The driver was serving as a utility personnel Navy ‘Striker’
at the Sangley Point Navy Headquarters in Cavite.
According to Regional Highway Patrol Unit 4-A chief,
Lieutenant Colonel Samson Belmonte,
a background check revealed that
Methusael Cebrian turned out to be the same guy
who became the subject of a sensational viral youtube video
during the 2016 nationwide gun ban enforcement
after he brandished his loaded gun
due to an altercation with a young female driver in Cavite.
Methusael Cebrian who is the husband of a high ranking Navy officer
was charged with grave threat, violence against women and children,
and the violation of the Omnibus Election Code (Republic Act 7610).
There was no immediate report if the criminal charges
filed against the suspect in 2016 materialized.
